A valid bond of the "ROW" type must be on file with the Engineering Department before a permit is issued — for a cut running lengthwise along the right-of-way the code sets the bond at $20 per lineal foot, minimum $2,000. The permit also expects Indiana 811 utility locates and proof of insurance.
Municipal Code §8-62 adds a specific rule: no driveway may be constructed across a sidewalk without a permit from the City Engineer. And a driveway onto a street for commercial use — or habitual use by someone other than the owner or occupant — can't be permitted except on the order of the Board of Public Works and Safety. For a standard single-family driveway that step doesn't apply; for a shared or commercial approach it does, and it adds calendar time, so we flag it at the estimate rather than at the curb.
Carmel's residential inspection procedures require a footing or under-slab inspection that must be approved before concrete is poured.
