Under Carmel Municipal Code §8-65, work that ties into the street, curb, or driveway approach requires a Right-of-Way permit, filed through the City's online portal at cw.carmel.in.gov/PublicAccess — Carmel no longer takes paper or email applications. The fee is $50, and a valid ROW-type bond must be on file with the Engineering Department before the permit issues. Carmel's residential inspection procedures require a footing or under-slab inspection approved before concrete is poured. On a standard driveway that inspection sees forms, base, and reinforcement. On a heated driveway, everything the system needs is buried in that same pour — so by inspection time the 1/2-inch PEX has to be fully laid at 9–12 inches on center, tied to the rebar, routed to the manifold, and already holding pressure.
That's the timing constraint. A heated pour has to reach a more finished state before it can be inspected, and it can't be poured until the inspection is approved. We hold the system at 60 PSI from before the inspection straight through placement, so any tube damage shows as a pressure drop while it can still be fixed — and if weather or the concrete schedule moves the pour, the tubing sits pressurized and inspected rather than being installed the morning of. Pouring before the inspection signs off triggers a late-inspection fee and can mean removing concrete, which on a heated slab would mean losing the tubing too.
The same Carmel driveway standards apply to a heated approach: at the street, the driveway is held to a minimum of 12 feet and a maximum of 20 feet at the limit of the right-of-way, and if the approach or a related improvement sits in an easement or the right-of-way, a Consent to Encroach Agreement — a separate instrument from the ROW permit, executed by the Board of Public Works and Safety — may be required. A hydronic radiant system circulates a glycol-water solution through 1/2-inch PEX tubing embedded in the concrete slab. The fluid moves through the tubing loop and radiates heat upward into the slab and then to the surface. The slab stores and distributes that heat — the surface target is 35–40°F, enough to melt snow as it falls rather than letting it accumulate and compact.
The key design parameters are tubing spacing and cover. Tubing at 9–12 inches on center, 2–2.5 inches below the surface, creates even heat distribution without hot spots or cold lanes. The glycol solution is propylene glycol — non-toxic, freeze-protected to −25°F — so the system is safe to leave inactive and won't freeze even if the boiler goes offline.
Standard exterior concrete is air-entrained because freeze-thaw cycling damages the paste layer. A heated driveway doesn't freeze-thaw the same way — the system keeps the slab above freezing during precipitation. Removing air entrainment and using a higher-strength 5000 PSI mix gives a denser, harder surface with better heat conductivity. The tradeoff is that the system needs to be operational during significant winter precipitation; we install a freeze-stat control as a safety measure.
Carmel has the highest adoption of residential heated driveways in our service area — the combination of luxury new construction, steep or long approaches on some lots, and homeowners who value not shoveling makes it the market where these systems make the most sense. Several higher-end neighborhoods have them as an expected feature on new builds, and HOAs there generally permit them.
New construction is the ideal moment. Tubing has to be embedded during the pour — it can't be added to a slab that already exists. If you're building or planning a driveway replacement anyway, the marginal cost of adding heat to a pour you're already paying for is far lower than a standalone retrofit later. On an existing driveway you're happy with, the only route to heating it is tear-out and re-pour, which usually only pencils out when the driveway is already due.
HOA architectural review still applies. Even where heated driveways are common, a replacement or a new decorative finish typically goes through the association's review — and that calendar is independent of the City's permit timeline. We start both tracks early so neither becomes the bottleneck.
The finish can still be decorative.
