A repair on your own slab, behind the right-of-way line, is usually just a repair. The moment a repair touches a sidewalk panel in the City's right-of-way, or an apron panel at the curb cut, the City of Carmel's Right-of-Way permit comes into the job. Carmel Engineering requires a ROW permit for work within the dedicated right-of-way, and its published guidance extends the requirement to heavy equipment — skid steer or larger — used on private property when that equipment accesses the site from a public street. A saw and a bag of mortar on your back patio won't trigger it; replacing a heaved public sidewalk square in front of the house will.
The filing is a $50 application through the City's PublicAccess portal plus a License and Permit bond of at least $5,000 in effect for the project. As an active Carmel-area contractor we maintain a blanket ROW bond and a registered portal account, so a sidewalk-in-ROW repair isn't a from-scratch permitting exercise when you book it with us.
Many Carmel repairs happen because visible cracking or spalling conflicts with a community's appearance standards — West Clay, the Village of WestClay, Bridgewater Club, Cheswick Place, Brookshire, and Carey Grove all run architectural or maintenance expectations that put a spalled driveway or a cracked shared walk on a homeowner's to-do list. That changes the conversation: the goal isn't only structural, it's visual. Before we quote a crack repair we work out whether the crack is dormant or still moving — a dormant crack takes a rigid epoxy fill and stays closed; an active one needs a flexible polyurethane fill, or if the movement is significant, a full-depth replacement that addresses the base. The 12-to-20-foot driveway width rule follows a repair into replacement. If an apron panel at the curb cut is failed badly enough to replace rather than patch, Carmel's residential driveway standard at the right-of-way line — minimum 12 feet, maximum 20 feet — applies to the new panel, and a changed curb cut can pull the Board of Public Works into the schedule.
