The City of Fishers treats driveway approaches as part of the public right-of-way — along with public streets, road shoulders, sidewalks and trails, curb ramps, curbs and gutters, and utility areas. That means the apron where your driveway meets the street is not simply private property, and work that affects it runs through the City's right-of-way process rather than a standard building permit.
Two things follow from that, and both affect scheduling more than they affect cost.
First, the registration comes before the permit. Fishers uses a contractor registration category called Bonded or Working in the Right-of-Way, and that registration has to be approved before a Right-of-Way Permit application can even be submitted. A General Contractor registration does not substitute — the City's instructions are explicit that an approved General Contractor registration cannot be used to apply for a Right-of-Way Permit. The City asks that you allow up to two business days to review a complete registration application, and longer if any document is incomplete, expired, or illegible.
Second, driveway work requires an inspection before concrete is poured. This is a hard gate, not a formality — and on a heated driveway it lands at a more demanding moment than on a standard pour.
On an ordinary driveway, the pre-pour inspection sees forms, base, and reinforcement. On a heated driveway, everything the system needs is buried in that same pour — so by the time of inspection the PEX tubing has to be fully laid at 9–12 inches on center, tied to the rebar, routed to the manifold, and already holding pressure. Nothing about that is optional or reversible once concrete goes down.
The practical consequence is that a heated pour has less schedule slack than a standard one. We hold the system at 60 PSI from before the inspection straight through placement, so any tube damage shows up as a pressure drop while it can still be fixed. If weather or the concrete schedule moves the pour, the tubing sits pressurized and inspected until the pour actually happens, rather than being installed the morning of.
The City's published requirements for contractors performing driveway work are an Indiana business registration, a certificate of insurance, and the applicable performance bond — a performance bond specifically, which the City distinguishes from other bond types it will not accept. Bond amounts referenced in the City's instructions start at a $2,000 minimum per work location, with a $25,000 blanket option, and driveway work may require $10,000. The City notes the required amount can be increased after it reviews the permit application and the proposed work, particularly where pavement cuts or other significant right-of-way impacts are involved.

A hydronic radiant system circulates a glycol-water solution through 1/2-inch PEX tubing embedded in the concrete slab. The fluid moves through the tubing loop and radiates heat upward into the slab and then to the surface. The slab stores and distributes that heat — the surface temperature target is 35–40°F, enough to melt snow as it falls rather than letting it accumulate and compact.
The key design parameters are tubing spacing and cover. Tubing at 9–12 inches on center, 2–2.5 inches below the surface, creates even heat distribution without hot spots or cold lanes. The glycol solution is propylene glycol — non-toxic, freeze-protected to −25°F — so the system is safe to leave inactive and won't freeze even if the boiler goes offline.
Standard exterior concrete is air-entrained because freeze-thaw cycling damages the paste layer. A heated driveway doesn't freeze-thaw the same way — the system keeps the slab above freezing during precipitation. Removing air entrainment and using a higher-strength 5000 PSI mix gives a denser, harder surface with better heat conductivity. The tradeoff is that the system needs to be operational during significant winter precipitation; we install a freeze-stat control as a safety measure.
Most Fishers driveways are attached to subdivision housing built from the 1990s onward, which matters in two practical ways. Driveways from that era are now reaching the age where full replacement — not patching — is the honest recommendation, and a replacement pour is the only realistic moment to add heat. Tubing has to be embedded during the pour; it cannot be added to a slab that already exists. If your driveway is due anyway, the marginal cost of adding tubing to a pour you were already paying for is far lower than a standalone retrofit later.
HOA architectural review is worth starting early. Many Fishers subdivisions run covenants that cover driveway replacement, and the review calendar is set by the association rather than the City. HOA approval and the City's right-of-way sequence are separate tracks that both have to clear — they don't wait for each other, so starting both at once is usually the difference between pouring this season and pouring next.
Season matters more here than most people expect. Fishers sees Indiana's 25-plus freeze-thaw cycles per winter, and a heated driveway is only useful once it's commissioned. The 28-day cure has to finish before the system is thermally cycled at all, and commissioning is HVAC scope after that. A pour that happens late in the fall may not be a working heated driveway until the following winter — which is an argument for scoping it in spring or summer rather than the week the first forecast turns.
If your project touches the sidewalk as well as the approach, note that the City lists sidewalk repair or replacement separately, generally requiring a minimum $2,000 performance bond, a Right-of-Way Excavation Permit, and a final inspection. Many Fishers lots have a public sidewalk crossing the driveway, so it's worth establishing at estimate time whether your job is approach-only or approach-plus-sidewalk.
